Verification of pressure equipment in service
The regulatory framework, as concerns inspections in service and use of pressurised equipment, redefined by Ministerial Decree 329/04, foresees that pressurised equipment with a volume greater than 25 litres already be potentially subject to mandatory inspections (start-up, periodic or following repairs).
Pressure equipment does not simply mean typical vessels such as tanks, surge tanks, separators, heat exchangers, columns and reactors but also piping, valves as well as the simple pressure vessels` regulated by legislative decree 27/09/91 no. 311 implementing EC directives 87/404/EC and 90/488/EC.
Art. 7 of Ministerial Decree 329/04 states that if the inspections have not been carried out by the due dates foreseen, regardless of the reason for non inspection, this will lead to the equipment involved being immediately taken out of service and the inspections not carried out being undertaken by an inspector before it can be put back in service.
Moreover, in compliance with art. 16 of Ministerial Decree 329/04 the user is required to report by 12 February 2009 the vessels for liquids and piping which have never been subject by law to type approval or inspection for which periodic re-qualification is mandatory. This census`does not consist only in drawing up documents affirming description and classification of individual equipment but rather of a more exacting assessment of their state of preservation and efficiency.
RINA is authorised to carry out inspections in its capacity as verifier according to the circular from the Ministry for Production Activities dated 23 May 2005 published in the Official Gazette of the Italian Republic on 26 May 2005.
